I answer and there is not a person on the other end. They do not leave a message but are wasting my minutes on my cell. How can I make the calls stop.

I am receiving 4 calls a day from this number after I have asked them to stop calling me. They claim that they represent J.C. Penney Stores and I don't know the person they are calling for, and they tell me that they don't believe me & they just keep on calling.
